The tool is an advertising option to target your ads to people based on what they have specifically “liked”.

So if for example you carry brand name dresses, you can target your ads so that they are shown only to people who have “liked” brand name dresses.

You can actually narrow your targeting even further so that you can ensure that you have a better opportunity to reach your optimal customers.
